In the AIX 5.2 files reference you can see that these files exist and have
the same capabilities. I haven't got any AIX 5.2 and I can't try to probe
this, but I think that you can give access to any specified user with this
method.

Just noticed that in AIX 4.3.3, a non-root user could/can get into "smit",
but that is no longer true on our AIX 5.2 systems. Is this a new
"feature"? Can that be adjusted to allow some/all users into "smit".
