dsh is specifically part of PSSP, so it would not normally be available in a
non-sp environment. It makes use of the SDR as well, so some parts of it
wouldn't work in a non-sp environment.
dsh is just a perl script, though, so it might not be too difficult to
create your own non-sp version of it.
In fact, if you simply copy the binary and set up a $WCOLL environment
variable, or use "-w", it will probably work OK in most cases: all it does
is invoke rsh.
With CSM around there might be an official non-sp version of it available
soon: perhaps in April(?) next year, when the transition tools are supposed
to be available.
