Unfortunatly ntp will not work with 'timed' since they are different protocols.

He would have to run xntpd on the VM mainframe as a server. I am wondering
how the mainframe keeps it's time? Do you have a master clock on the MF?

You are much better off running xntpd as Bill says below, but point to a
stratum 2 server somewhere. There may be an xntpd available for VM by now, so
you could keep everything in sync.
