If I understand your question right, if HACMP is not running anymore, AIX
should come up on its boot address. That's what should be in the ODM.
If you're not using HACMP anymore, you might want to remove it because there
are a few things that the installation does you wouldn't want in a
standalone AIX box (eg. runlevel "a" in inittab for a few things).

Why would an AIX 4.3.3/ML10 box that had HA configured on it at one
time, but no longer running, convert back to it's boot address when
cfgmgr is run?
