Simon is correct. Cfgmgr will configure hdisks even if it is reserved by another system.

Are you sure this is correct? Sure: you can't actually do anything with
disks which are reserved by another system, but I thought that cfgmgr would
still configure both pdisk and hdisk. I haven't had a chance to test this,
though.
