throughput of a ftp-session will suffer if tcp_sendspace or
tcp_recvspace is too low
 
but I dont see how to establish separate values for ftp...
if ftp uses a separate interfaces, use ifconfig
if ftp is the only service started by inetd, you can increase tcp*space
after starting inetd... inetd will keep the old value
