setup_server exits early

I am running setup_server on a Cluster 1600/Regatta environment and it
seems to be aborting early. At some point in the processing it just exits
with a result code 1. Normally, you get a "processing completed" message
at the end.

PSSP 3.5 on Regatta AIX 5.1 ML 3.
