Hi Brian,
you can see, if a boot is required, when you check the fileset
via (for this example)
   installp -l -d rsct.core.auditrm.2.2.1.10.bff
or
   installp -l -d.toc

If the Quiescent-column "Q" shows "b" or "B" a bosboot is
required. See man installp.
I have checked all my RSCT-2.2.1 filesets: no reboot required.
