cannot telnet

trying to telnet to one of the server and getting :

spcws01@/>telnet usatlmonit04

what could cause this ? I am not able to login using console too ..

gives exit 0
error

I started dsmc scheduler on this server the other day -It always shows
date and time on shell ,how to get rid of it ?

/usr/tivoli/tsm/client/ba/bin/dsmc sched >/dev/console 2>&1
