First, I highly recommend the Redbook on Performance Tuning DB2 and Oracle
Databases. There's a lot of good information for other databases also.

Having a DBA with a serious clue as to how to configure the tables &
indices on the appropriate spindles is almost a requirement when dealing
with a heavily used database (I've seen 10x speed improvements just by
rearranging to disk layouts.

Also, mirroring. You might want to make sure MWC is turned off for the
LVs that contain your tables and turned on for the LVs containing the
logs. It should be possible to resync the mirrors during the log replay
after a system crash.
