xntp (network time protocol) is not working

Dear list:

I want to setup a time-server(IP: 172.20.1.1) for all my servers,
so I start the xntpd, and edit the /etc/ntp.conf
sertup the my time server's server to ISP's time-server

and my client setup the /etc/ntpd.conf to my own time-server(172.20.1.1)
but when I type the "associations" and "peers" , it seems not working?

ntpq> peers
     remote refid st t when poll reach delay offset disp
==============================================================================
 172.20.1.1 0.0.0.0 16 u 43 64 0 0.00 0.000 16000.0

ntpq> associations
ind assID status conf reach auth condition last_event cnt
===========================================================
  1 41125 8000 yes no

you can the "reach" is "no" nad "0"...

I man the xntpd and ntp.conf, and found the document in internet:

it seems my setup is correct, but why is not working?
