That's not entirely correct.
TZ is just an environment variable, so it's set whenever something processes
/etc/environment. It can also be set in many other places - user profiles;
in any script - so it doesn't necessarily apply to the entire system.

And remember: it doesn't set the time, only how the user with that TZ sees
it.
