There is a known problem in ML09 with the ulimit and ftpd. Try upgrading to
ML10 or at least apply APAR IY27464 FTPD SETS INCORRECT ULIMIT

Incidentally, there is plenty of space in the file
system and rcp works just fine. So why not ftp?
