SSH2 prompting to change password, but not telnet. - UPDATE

Restarting the sshd on the hosts gets around this problem, but the cause of
the problem most likely still exists.

I am running SSH Secure Shell 3.2.0 on AIX 4.3.3.  I was recently prompted
to change the root password.  I have already changed it and when I use the
Windows SSH client (3.1.0), I am prompted to change the password every
time.  If I SSH from another AIX host I don't get prompted to change the
password.  If I telnet, I also don't get prompted to change the
password.  Anyone else experience this?  Is there a fix or an option in the
.conf file?
