Here is the fix for our problem. It's APAR IY30258 - RSCT Maintenance
Upgrade
It includes a fairly large package of fixes for RSCT and HACMP filesets (I
chose to pick them individually). Our base install only included these
rsct.core filesets. We don't run HACMP. I downloaded the filesets listed
below and applied them.

If you need them from IBM, you can FTP them from 'service.boulder.ibm.com'
in the following directories:
/aix/fixes/pkgs/pvqzs <---- Contains all of the 2.2.1.11 versions
/aix/fixes/pkgs/67lmw <--- Contains all of the 2.2.1.10 versions
The directories will be available for the next 72 hours.
