yes, remote (at least if subnetmask is not 255.0.0.0).

the point is that on the local network a host knows that a paket has
1500 bytes. local network means same ethernet here.
for a remote network, it cant know. can be ethernet, too (1500 bytes) or
could be another network with smaller paket-size.

a host on a tcp/ip network must be able to handle 576 bytes pakets (some
RFC), thats why remmtu is 576.
