A new disk will be added with the lowest available number; in your case
hdisk2. (Assuming that the hdisk2 device has actually been deleted.)

It is possible to configure the new device using the mkdev command, in which
case you can call it whatever you like. You can't do this through smit, but
you can see the command syntax, (with F6), then just add "-l hdisk19".
e.g. mkdev -c disk -t '4500mb16bit' -s 'scsi' -p 'vscsi0' -w '1,0' -l
hdisk19

Actually, there *is* a way of cheating and doing this through smit. The
technique is useable for adding parameters on some other smit panels, but as
you'll see it will depend on the particular panel.

Go to "smitty disk"; "Add a Disk".

Enter the assorted information you want.
Now press "F6" to see what it's going to do. You'll have something like
this:
mkdev -c disk -t '4500mb16bit' -s 'scsi' -p 'vscsi0' -w '1,0'
Note the inverted commas.

Now go back to the data entry panel; move to the Connection Id field and
change it field to read 1,0' -l 'hdisk19

Importantly, there are no opening or closing inverted commas: smit will
provide those.

Enter to end the edit, then enter again to run the command.
