What fileset I need to update in order to update libintl.a

I'm trying to run fetchmail on a machine and am getting an error:

# /usr/local/bin/fetchmail
exec(): 0509-036 Cannot load program /usr/local/bin/fetchmail because of the
following errors:
        0509-150 Dependent module libintl.a(shr.o) could not be loaded.
        0509-022 Cannot load module libintl.a(shr.o).
        0509-026 System error: A file or directory in the path name does not
exist.

Does anyone know which fileset I need to update in order to update
libintl.a?
