The TZ technique works, but you must use it based on your own TZ. If you've
got stuff in it for DST, you must either make allowance for that, or include
it in the modified TZ.

e.g. On my systems, TZ=GMT0BST,M3.5.0,M10.5.0/02. To look at yesterday, I
have to specify TZ=XXX24YYY,M3.5.0,M10.5.0/02. (Obviously a bit easier for
me, since I'm in the UK which is the centre of the time-keeping universe.
:-))

If it's just a one off, you could simply specify the correct offset to get
the result you want, but basing it on your full TZ will give consistent
results throughout the year.
