Thanks to all.

The solution was to boot to the install CD, go to maintenance mode and
select activate volume group but do NOT mount filesystems. I tried option
one first (50/50 chance) and was in the same loop of not being able to
start ksh because the system could not find libc.a.

Booted a second time, accessed the rootvg without mounting filesystems,
manually mounted hd2 and I was able to rename /mnt/usr/ccs.new to
/mtn/usr/ccs.
