BOCHS would emulate x86 instructions on non Intel hardware but it suffers a
horrible performance penalty. People with patience have loaded Windows and
other x86 specific apps and OS using it but unless you have a strong box it
probably is not usable.

Note: I haven't used Bochs in several years so it might be much better now.
