SRC for linux rpms?

I know this is off topic, but does anyone know where I can find the
SRC(system resource controller(startsrc/stopsrc/lssrc)) rpm for linux? I
have spent the majority of the day looking for it. the package name is
something akin to src-1.2.0.2.ia32.rpm??

I've been asked to install the C compiler for AIX on
our v4.3.3 system. I see that there is a C
'preprogrammer' installed, but nothing referred to as
a compiler. Does the C compiler come bundled with AIX
4.3.3? If so, which package do I need to install?
