With the bos.64bit fileset installed on non 64-bit hardware, you should be able
to compile your 64-bit software; however, you will not be able to run 64-bit
programs on your 32-bit hardware.

Not true.

You can indeed install bos.64-bit. Don't confuse 64-bit hardware with
64-bit application environment.

I've loaded the bos.64bit extensions on many many servers and it is enabled
from /etc/inittab.

This donīt work on machines 32bit. Run bootinfo -y and check if hardware is
32bit or 64bit.

If bootinfo -y command return 32 you canīt to install bos.64bit file set.
