Yes; it is important to do intermediate levels.
However, when you order it on CD, (my preference), or download from the
Internet you can specify what level you are at. That way, the CD will
include all of the necessary filesets to get you to your chosen level.
If you just apply, say ML09, any fileset which was updated at a lower
maintenance level but not in ML09 won't be included.
