Forcing a password change

Does any one know how to force a password change on certain days of the
year?

We have been using 90 day expiration, but depending on how often
everyone logs in 90 days for one person, may fall on July 2nd, and for
another person it may fall on August 14.

For example we would like all passwords to expire on the first day of
every quarter.
