System processes taking 99% CPU

    We have a 5.1a DS20 which will often come up with system processes
taking up 99% CPU time, as evidenced by collect, top, and the stat
utilities. When we run a collection eval, we find that this condition
does not go away over time, and the box is very sluggish. There is no
significant IO activity or user time, just system, and the CPU idle is
always near zero. I'm told that we have tried stopping all of the
applications and daemons and the condition still exists. Sometimes when
the system is rebooted, it comes up normally. This is a single-CPU
system, so it is just sitting there doing something that it prefers to
do alone. Any ideas on what might be causing it? Hardware or software?
They have 3G of memory, which should be plenty for a system with nothing
running on it.
