Thanks to the following people for their assistance and suggestions:

The problem ended up being network related. Since I restored a tape
from one system to another system, the network hardware was not the
same. Using checklist, I re-configured the appropriate ethernet
interfaces.
After a quick reboot, I can now login to CDE.
