SUMMARY : Can't compile 'gnu make' with 5.1a

I had a fresh install of 5.1a and was having problem doing a compile of
GNU MAKE, getting
errors from configure about /lib/cpp failing sanity check.

The problem was due to me not having the Developers Toolkit and the
OFSINCLUDExxx package installed.
