Problem installing 51.b/PK4

Hello,
I have previously installed PK4 on newly installed 5.1b systems
with no problem, (es40's)
but when I try to install PK4 over a PK3 installed system, (ds10)
interactively:
When I chose 1) Patch Installation
I get
/usr/sbin/dupatch: test: argument expected

command line:
dupatch -install -kit . -patch all -precheck_only
or
dupatch -install -kit /patches/patch_kit/Tru64_UNIX_V5.1B -patch all
-precheck_only -name bugs -note PK4

I get:
/patches/patch_kit/Tru64_UNIX_V5.1B/.. Patch "ALL" is not available on the
specified patch kit.

I tried many other variations, but no luck.
Do I have to uninstall PK3?
Do I have to baseline?
Do I have to go into single user?

In my sysconfigtab, I have
         new_vers_high = 100
         new_vers_low = 1
and
I ran /patches/patch_kit/dupatch to update the new tools.

Help...
