Gigabit ethernet lack of performance

To all,

I have a gigabit ethernet controller that appears to run only as fast as my
100BaseT controller...

Here are the stats

Tru64 5.1b patch kit 4. the system that I am testing is a ES40 that is
clustered to two others...

I am testing this by conneting to another server (Red Hat 3.0 server)

and performing a scp of data.... both 100BaseT and 1000BaseT are running at
the same speeds. I also notice the same speed is achieved for either
interface for backups on veritas. Does anyone have any suggestions?
