ADDENDUM: Permissions on rc.config changing on reboot

Submitted the question below on Saturday. Received one response asking if
we were running Enhanced Security (which we are). Does this have any
bearing on the issue?

Running a two-node DS20 cluster. On one node, when we reboot, the
permissions on the /cluster/member/{memb}/etc/rc.config file change from 644
to 400. Only on the one node. Has anyone seen this type of behavior?
