finding what processes are accessing a file?

Hello Managers,

I am in the process of eliminating .netrc files and re-writing automated
ftp scripts to use sftp with key based authentication. Unfortunately there
is little to no documentation as to what (every) process that utilizes the
.netrc files to "auto login". I was thinking one way I would trap what
processes are running that utilize the .netrc file is to run a script that
uses fuser -uvf to show what process is accessing it however I don't think
that this would be quick enough to capture all processes. Maybe there is a
better way threw some auditing subsystem/etc.... Any help with the fuser
stick or some better suggesting would be great!
