environment files not read when using ssh

Managers,

I have a strange problem that I don't even know where to begin to debug.
When this user logs in using via ssh (whether a ssh client on windows or
ssh via linux), the environmental files (.login, .cshrc, .tcshrc, .profile)
does not get read in. When this user logs in via telnet, it does. If I
"su - [username]" the files do get read in.

It only happens with this one user. We do use NIS, and I don't seen
anything out of the ordinary in the entry. The problem occurs on all the
Alpha machines on our network. We don't have an exported home directory,
so wherever the user logs into, their home directory is local to that
computer. The user is using tcsh.
