5.1b and ISC DHCP

I am trying to get ISC DHCP 3.0.1rc14 working on Tru64 5.1B. It complies
and runs, but does not respond to some requests. I found that the server
indicated that it created the response, but those responces are not found
in packet captures. I noticed that the last octet of MAC addresses of the
interfaces that it reports as listening on is incorrect.

I have seen some old threads about this, but did not find any resolutions.
I have also tried the latest stable and latest development versions. Both
have the same problem.

Any help on this issue would be greatly appreciated.
