Failed udp response

Managers,

I have been trying to resolve a network issue for several weeks now. The
resulting effect I believe is that the host quits responding for 20
seconds or so. I have accumulated a tcpdump on the host for all of the
traffic.

Here is one occurrence that puzzles me. You can see here a failure to
respond to a packet sent to the other host's originating communication
port. This sequence of communication happens 4 times and never works. My
question is general, why would that port be closed if it expects a
response and does anybody have any ideas?
