cfsd.conf - cfs daemon - TruCluster 5.1B PK3

Not sure what I am doing wrong but I am trying to configure the cfsd on
TruCluster 5.1B PK3 and I can't seem to get it to do the active placement
and relocate the filesystems / all it seems to do is recommend. I triple
checked that I have the active_placement set/etc maybe I'm missing
something.....
any thoughts on that I am doing wrong?
