root login with SSH

On TRU64 5.1A I want to login with root user through SSH (SSH 3.2.0), and i
want to leave disabled for telnet login.
So there is no "ptys" line in /etc/securettys and there is
"PermitRootLogin yes" in /etc/ssh2/sshd2_config as
suggested in this list.

But I can't connect with ssh (root user) with the error:
"Not authorized for terminal access -- see System Administrator."
the same error for telnet login.

When I put "ptys" line in /etc/securettys it works, but telnet login works
too.....and I don't want this.

Any suggestion for ssh root login and no root telnet login.
