Problem logging in

  We have a 5.1a site that no one can log in to, and the database (Cache')
appears to be hung. We just have this one login, and we can't get any more
sessions to the local host.

  If we try to telnet:

Trying 159.240.223.234...
Connected to laba.geisinger.edu.
Escape character is '^]'.
telnetd: All network ports in use.
Connection closed by foreign host.

  If we try to rlogin:

rlogind: Forkpty: No such device or address.

  The number of users on 255, which might indicate a kernel config problem,
but max users and max user procs are set to 1280.

  We searched for a solution and found that someone solved the problem by
using makedev on PTY_1, PTY_2, etc., we did that, and now we have more
/dev/pts/xx devices, but we still get the same errors.
