adding new HDD on alpha Tru64 problem

Hi managers, all,
 
i have a 4000 alpha server, with multiple SCSI cards, Qlogic and NEC, one on external enclosures.
 
One of them is working fine, the second one can detect HDDs from firmware and van't detect them
from OS, any ideas ?
