its my fault, didn't read the man page in detail. The answer as usual

Did you read the reference page for the timezone command? It works in
a SVID2 habitat, not as a native Tru64 UNIX (aka OSF/1) command. That
is part of why it's so frustrating that it's there at all.. but it has
to be there to get SVID2 compliance.
