Locking out direct login

Is there a way (short of scripting each individual login shell) to set up an
account other than root that can be prevented from logging in directly
except at the main console? I would like to set up key accounts so that the
only way to log into them is via "su" in the same manner that is done with
root by disallowing direct login except via the main console.
