I have received many responses, thanks to John Lanier, Johan Brusche, Thomas
Sjolshagen, Ram Rao, and Trevor Osatchuk. All indicates that kernel rebuild
is not necessary.
I like to post Johan Brusche's reply:
Changing subsystem attributes via sysconfig(tab) NEVER requires
a kernel build. A reboot is only required in case the attribute's value
cannot be changed with 'sysconfig -r'.
Use 'sysconfig -Q <subsys>' to determine if a reboot is required.
The parameters that have a "R" in the "op=" field do NOT require a reboot.

My original question is:
To change subsystem "proc"'s attribute "maxusers" from 64 to 128, I ran
dxkerneltuner to make the change and then reboot. After system reboot, Issue
command sysconfig -q proc maxusers to confirm the value has been correctly
defined.
Even the subsystem "proc" is static. Since I am not loading or unloading
this subsystem, regardless of its mode, static or dynamic, modifying one of
its attribute does not require a kernel rebuild. Is it correct?
