Eric solved the mystery, which was that we are running a Checkpoint firewall, and the DEC ftp site sends a non standard return which Checkpoint considers a hack. My workaround was to hit the europe ftp site (ftp.europe.digital.com) It is a different type of FTP server, and work fine with Checkpoint.
