EDT editor and scan codes

Dear managers

Does anybody have any experience with the EDT editor from Boston Business
Computing? This is an emulator of the old VMS EDT ported to Tru64. We use
it over a Windows PC network from the central Tru64 installation. My
problem is that the key bindings for the various fancy keystroke
combinations (a la emacs) have suddenly gone haywire on the PCs, but oddly
not on the Tru64. Within EDT, one can use Ctrl-K to investigate the scan
codes for each key. I find that the scan codes are now different on the
various PCs, to what they are on the Tru64 machine keyboard (I don't know
if they were the same before, but scan code screwing up would certainly
explain key-binding problems). I wonder:

a) is it possible that some event on the Tru64 server has screwed up scan
codes on the keyboards of the PCs across the network?
b) is it more likely to be a due to some event on the Windows NT server
that runs the actual PC network?
c) are the scan codes actually differerent on PC keyboards to Tru64
keyboards (it's a Digital AlphaStation 255 running OS 5.1B with patchkit 1
installed), so I'm looking at a red herring here?

The only activity on the Tru64 server at the time of the EDT malfunction
event was adding some new users and setting their home directories
etc. There was no activity on the Windows NT server. I've tried
reinstalling EDT from disk, and also rebooting the server, but the problem
remains.
