User account state change emails

Hi Admins,

I would like to implement a system whereby,
whenever a user account is locked or disabled
an email is automatically generated and sent
to a list of custom recipients.
(Not local users)

The bit I'm unsure of is the account state change monitor.
Has anyone done anything like this? Got any ideas?
