Way to set a passwd from the command line

I'm trying to setup an bunch of new users at the same time. Using
awk, I defined all of the users and created their home directories,
etc. However, the adduser command doesn't allow you to set the
passwd.

The digital passwd command doesnt allow you to do:
        passwd <new_user> <passwd>
If this was the case, I'd just use awk and pipe it all into that.

Anyone have any ideas about how to do this. I don't want to have to
type out the password and THEN REPEAT IT for every single user.
