Summary: trouble with upgrade to 5.1b

As Ann kindly pointed out, after the upgrade for some reason the system
had turned off Enhanced Security. When I ran the rcmgr get SECURITY
command it came back blank....you would think it would have BASE or
ENHANCED at least but after turning it back on everything seems back to
normal.
