SUMMARY: Best PGP implementation for 4.0F?

Thanks for the responses from Tom Ackenhusen, Nikola Milutinovic, Serge
Forget, Ann Cantelow, Jef HamLin, and Stephane Bortzmeyer. Jef HamLin even
has the same platform as I do.

The unanimous recommendation was for Gnu PGP (also known as GPG), available,
including documentation, at <http://www.GnuPG.org/>.

My implementation of this will be slowed, as this is public-domain software,
and the IRS looks askance at this (see note below for fuller explanation).

Note: The IRS (U.S. Internal Revenue Service) makes available much data to
local and state Child Support Enforcement (CSE) agencies. The IRS thus
wants the CSE agencies to guard this data against unauthorized disclosure.
The IRS feels, and rightly so, IMHO, that downloading software from the 'Net
is a good way to allow Trojan Horses and other malware into your site. So
we have to jump through some hoops in order to obtain, for example, Perl and
the excellent Gnu software.
