Best PGP implementation for 4.0F?

We have a requirement to be able to FTP PGP-encoded files. Which commercial
product or public-domain implementation do you managers suggest? We're
going to be trading the public keys with another site in the D.C. government
which does not run Unix platforms--that's whom we're going to be exchanging
files with. The files coming to us may be in EBCDIC; I hope this is
transparent to PGP (I can always use dd to convert the decoded files to
ASCII).

Platform is a DS-20 running 4.0F.
