Huh? No MOP circuits?

   I have a 5.1a machine whose servers are all on LAT. Everything was
working fine until the power went down and now the servers won't load their
parameters and boot.

   Comparing this to another machine that works, the difference I can see is
that when I do a mopsetup and look for circuits, it tells me that there are
no circuits defined. I can do a getnode and they all come up with
"circuit-1", but evidently that circuit does not exist!

   Can anyone tell me how to fix it?
